Any organization or individual that performs the following tasks must meet the qualifications and be licensed by the Texas Commission on Environmental Quality (TCEQ).

Provide consulting services relating to an irrigation system;
Connect an irrigation system to any water supply; or
Inspect irrigation systems and perform other enforcement duties as an employee or as a contractor.
